TODO:

[x] complete local manual XCM tests
[x] fix broken chopsticks tests for Phala
[x] confirm fee estimate amounts in local tests

Notes / additional changes:

deactivated Parallel Heiko tests; their only wss endpoint is unresponsive for extended periods of time
implemented lower than usual fee overestimation factor config, and checks in tests for PHA as xcm costs are very high
