Update plugin to work with latest ILP Kit #5

Uses binary packet and fixes many bugs. Also adds RPC-based messaging, which is currently a work-in-progress.

Didn't actually look at the code changes, just saw that sharafian/master is the version used in the seven-ledger demo, so that's probably what we want to have in this repo before the https://github.com/interledgerjs/ilp-plugin-payment-channel-framework refactor starts.
