Create PR for the README to propose new Spec process #562

Let's revise this project's README to describe a new process for submitting RFCs, per our discussion on the ILP community call this morning.

The idea is that it should be easy for anyone to propose a new RFC and reasonably easy for it to be added to a "proposals" folder (or something similar that indicates the same intent) in this project. From there, RFC improvement and community consensus can be gained via an iterative, hopefully PR-based editing processing.

However, it should also be very clear which RFC PRs are merely proposals, vs which have actually gained traction in the community, vs official, finalized RFCs.
