Add UI + integration for showing remaining balance #378

We'd show total of recurring + one-time grant balance.

Question:

If we don't need any UI changes, and only show current total remaining balance in Settings screen in popup (without any live updates), this will be resolved as https://github.com/interledger/web-monetization-extension/pull/379 is merged.
