InputAmount needs inc/dec controls. See https://github.com/interledger/web-monetization-extension/issues/568#issuecomment-2399720161 for design and acceptance criteria reference.

Add UI for inc/dec controls
Support increasing/decreasing amount with keyboard
Pressing Home/End should set to min/max
PageUp/PageDown and Shift+ArrowUp/ArrowDown should inc dec in larger increments.
