As per #100 , when a user on a server posts a pURL, it will be flagged for classification by a mod.

After it's flagged as a URL, the string will be sent BE
BE will send it to 1 or more other servers
In those servers, the pURL will be sent to a channel where the mods can confirm whether it's a URL
