Use fuzzy matching on obfuscated URLs (oURLs) to "translate" them #107

In the case that hackers use oURLs like вing.com (uses the Cyrillic в), Bouncer instances or BE should use fuzzy matching to see if the oURLs looks identical to a known and popular (e.g. top 10,000) URL.
