MVP for mods to report false positives

For the alpha and beta versions of Bouncer, we need a quick and dirty way for mods to report false positives.

• This will help build trust with our users and give us a quick feedback loop for FPs

Proposal:

• A mod replies to a Bouncer-deleted message: safe (not case sensitive)
• The message data is emailed or Discord DM'ed to Dan and @jmercouris
  • URL
  • Server
  • Channel
  • Message
  • Username of who replied to Bouncer (does not have to be a mod!)

NOTE: This feature contradicts #184 -- let's think of a way to achieve the aims of both.

@jmercouris let's circle back to this and think of how we could implement a basic version of this.

• I really want to be able to tell mods they can immediately report a FP
• This should not happen often, so the reporting part doesn't have to be super automated
