Identify impersonators who use alternate characters to make their username look like a mod's name, as per https://www.unicode.org/Public/security/latest/confusables.txt

• e.g. Ⅽarl for Carl
  • The first one uses Ⅽ, the Roman character for 100

Users identified in this manner would trigger the same flow as in #147
