Admins can use settings to define and moderate malicious users

Admins will be able to configure Bouncer to:

• Define a malicious user by number of malicious links posted in a set of time (24 hours, week, month, or all time)
• Admin can determine a consequence for malicious users: timeout, kick, or ban
• Relates to epic issue #40

@jmercouris when we get closer to the milestone we can decide a default punishment:

• e.g. Post one malicious link in 24 hours, get muted for 15 minutes
• Post two malicious links in 24 hours, get muted for one hour
• Post a third, get muted for another 24 hours

QUESTION: Must we DM the person who gets punished so they understand what to do?

I think the DM is a must do. I believe it is good to inform them of what has happened.
