Add support for different languages and the ability for admins to choose one.

English will still be default
We will choose our first additional language at a later date

please note that I have disabled this functionality on master, as I have reverted the commit that enables it (e964937). The reason for this is so that we don't have to keep generating the translations all of the time, it is a quite onerous task. I may add a little function in the makefile to simplify this process, but for now, we can do it just before each release.
