There will be a config option for mods to prevent users less than N hours old from being able to post URLs.
This will not affect mods
!block_new_users 24 to block new users from posting URLs for 24 hours
!unblock_new or !block_new_users 0 to undo it
Bouncer will reply with "New users will be prevented from posting URLs for {N} hours."
When new users write a message with a URL within that time, Bouncer will delete it and post: "New users are prevented from posting links for {N} hours. {User} has {M} left until they can post URLs."
