Add support to download latest sbom db.

Check if .interlynk-io/sbomex/sqlite3.db exists
NOT then create all directories
Download latest file from github-repo, decide latest file logic
Download file and save to 1
Open DB

Use the tagged 0.0.1 tagged db file at https://github.com/interlynk-io/sbomdb/raw/v0.0.1/sbomlc.db (the link does 301 redirect to https://raw.githubusercontent.com/interlynk-io/sbomdb/v0.0.1/sbomlc.db so ensure that client tracks redirection).
