tool selector page - "app store" #170

This is a page for BlueGenes admins to browse through available tools and enable or disable them for their Mine.

Will require setup to write config to server. Flat edn config file? db? edn probably easier.

Can't proceed further without https://github.com/intermine/bluegenes/issues/194 - adding/removing tools needs to be restricted to superusers
