Add missing enrichment settings #713

Add some enrichment tunables that were missing and fix bugs found along the way:

Allow specifying background population
Filters specific to an enrichment widget
Do not fetch enrichments twice
Reset options other than maxp and correction
Show message response from enrichment web service if present
Fix loading message not showing

Note: New background population setting depends on InterMine bug https://github.com/intermine/intermine/issues/2352 being fixed.
