Add Code of Conduct to cover all InterMine projects #16

While this repo has a code of conduct added when it was initially set up, most InterMine projects do not have a code of conduct. We would like to remedy this.

Code of Conduct first draft
Blog post explaining the motives behind this move (they're entirely positive - we love our community and we want it to always stay awesome!)
