Fix odd transition in Navigation sub menu #968

The animation here looks a little off, as if the menu and the background are out of sync. See video below.

@justintemps Had a look at this one, It's very tricky to solve this.

Tried changing animations/timings/z-index and even the js but issue still occurs.

@Shashika6 says he couldn't reproduce the issue in Storybook, only in bb8. This suggests that there's probably some css or js or something on the website that's interfering with things.
