Priority Mail Rate Remains Unchanged After Weight Update

When using the PREVIOUS button in the New Label Wizard, I have updated the original weight (to make it heavier) and the cost for shipping does not increase accordingly. For my package, Parcel-RegionalRateBoxA, this was a ZONE 7, Original weight 1lb 1oz ($10.92), Changed weight 3lb 1 oz (would expect cost to be $16.07).

Here is the simple process: 1) Create a Domestic shipping destination address 2) Select Parcel, Regional Flat Rate Box A 3) Enter weight, Select NEXT 4) Select Mail Class = Priority Mail 5) Select PREVIOUS 6) Update weight, Select NEXT 7) Select Mail Class = Priority Mail 8) Observe no change in cost

After further discovery, I see that there is a flat rate on some of these Regional Boxes
