Steps to reproduce issue
1) From the first page of the New Label wizard (From and To address)
2) Leave a required field in the TO address empty (CASE 1)
3) Observe the system
4) Repeat with multiple items (CASE 2)
Expected result
Case 1: System should provide error and directions to user for resolving the issue
Case 2: System should provide error and directions to user for resolving ALL issues

Actual result
Same as with FROM case - no error, just fields turn red.
Failed, as it was not expected result.
