NLSF-Modify "Packaging" Section - Prior to valid "Address From/to" #30

Description

Validate that you cannot set packaging characteristics until a valid (and shippable) FROM and TO address are entered into the system.

Steps to reproduce issue

1) Login with a Valid account 2) Click NEW LABEL 3) Enter valid FROM address 4) Do not enter a TO address 5) See if you can select a Parcel/Envelop and set characteristics

Expected result

All "Packaging" fields section must be disabled before "Address From" and "Address To" fields are correct.

Testing Priority

Medium

Actual result

Input FROM address, leave blank all TO address fields. I can select package form, and input all packaging related data But of course when press NEXT TO fields get red-boarded.

this seems like a good flow (except of adding appropriate error message for Empty fields-not just red border.)

Ok, I see why is this feature needed. it doesn't work,still.
