CASE 1: Empty required fields in FROM address
CASE 2: Empty required fields in TO address
CASE 3: Empty required fields in the Packaging section
Steps to reproduce issue
1) Login with a Valid account
2) Click NEW LABEL
3) Enter valid FROM address
4) Enter valid DOMESTIC TO address
5) Enter valid packaging characteristics
6) Delete a field for each CASE listed above.
7) Confirm that NEXT button is disabled
Expected result
NEXT button should be disabled until all form data is completed (and valid)

Actual result
expected behavior for all fields but VALUE.
VALUE seems like not required, let's you proceed without adding value.
