This RFC can be modelled after Rust RFC-Process and probably incorporate a lot of text we currently have in the README.

I took a shot at writing this meta RFC (https://github.com/internet-sicherheit/eco-blockchain-governance/pull/20). I used some of the structure from the Rust RFC that you suggested, copied some text from there that is general enough to fit to our case. Most text is from the README with a few sentences that I added to connect the parts.
