Mediawiki: Installer and RPI

Installer is there in mediawiki/install_mediawiki.sh Tested on RPI - still some weaknesses

• [x] See TODOs in install_mediawiki.sh
• [x] Work through minor and obvious issues after full install - see below
• [x] Go back and check the CSS in step 31 - (requires login)
• [x] Check other last stuff in step 99 in installer
