Part of the mediawiki that goes from local character set to latin.

There's a file on on palmleaf server at /home/davidk/icu-transliterator-service/transliterators.json
- [x] but I dont have access to that.
- [x] where should it go
[x] needs sudo apt-get install -y libicu-dev - added to ArchiveLeaf/maintenance/offline
[x] unclear if needs anything else to enable it .
[x] NPM module is https://www.npmjs.com/package/icu-transliterator but cant see where this is included.

@david says he'll write Readme in next day or two

Now working - instructions turned into install script, though that isnt fully tested
