Mediawiki: Add link from dweb-archive to mediawiki

There should be a link from the archive page to Mediawiki ...

e.g. from local version of https://archive.org/details/brahma-rare to local version of https://palmleaf.org/wiki/brahma-rare

• [x] What test to use metadata.external-identifier.includes('//palmleaf.org/')
  • dont use starts with, as it currently says http://palmleaf.org and I bet that changes !

Notes from slack ... yes, the readme is in the repo now at https://github.com/longnow/icu-transliterator-service David: ah but I forgot to update ArchiveLeaf README to mention you set $wgArchiveLeafTransliterateUrl to the url where the service si running, like http://localhost:3000

This is done and live (also on www-dweb-mirror where it points to palmleaf.org) but not yet on dweb.archive.org
