Main issue: Implementing top navigation bar

The following issue is to serve as the main issue to record and track progress for implementing our new topnav at archive.org!

Aim is to implement a generic navbar which can serve for different screen widths with Web Components (LitElement).

Currently our topnav has 2 cases to consider:

• [ ] Issue #247: Implementing a default mobile navigation bar
• [ ] Implementing a mobile navigation bar with search suppressed (eg. For the home page)

Issue to be updated with further details with time.

Note that there is a set of components in the dweb project that do that - some are here in IAUX (in the "mitra-release" branch, and some are still in dweb-archive
