What would be the best way to approach a collection of short stories such as this one. Would it be best to list every author as an "author" or should they be listed as "contributors" instead?

Collections like this can be tricky. The collection itself is a work, but so are the individual stories. Usually the best approach is to treat the collection itself as an individual work, the first "author" should be the person responsible for the collection as a whole, usually listed as an editor or "selected by", etc. In this case, I don't see any editor mentioned, so each author should be listed at the work-level. Any other editions added to that work in the future should be the same collection and have the same authors. If there is an illustrator, forward, afterword, notes, etc. that may or may not be included in subsequent editions, these are added at the edition-level as contributors.
