Nepali Translation #1040

We would love to have a Nepali translation of Open Library. The translation guide is here.

This is included in and blocked by #2190.

@brad2014 I wouldn't say "blocked by", included in is fine, but translations to any language are not blocked in any way.

@charles, my claim is that the website is not usable to a non-english speaker yet, even though localized strings can be added (set your browser language to french or spanish and see what happens). So, I'll agree that you can add (some) nepali strings without fixing #2190, but the site won't work for you if you only speak nepali.

@nirabpudasaini do you remember where we left off with these translations? I think a minimum Nepali example could help a lot of people :)
