Add Documentation to Solr Guide for Production Re-indexing #8390

Create or link documentation that provides step-by-step instructions for how we execute a solr-reindex.

Please either record a video of this process being performed and/or add brief notes to the solr wiki so there is documentation on how to do it and add it to https://github.com/internetarchive/openlibrary/wiki/Solr.

Updates

@cdrini has recorded videos, next step is to handoff to @mekarpeles or @benbdeitch to edit down. Sync-up step still needs to be recorded + path to production
