Improve reference.geoconnex.us performance #143

Server can get slow and/or 5xx on complex queries for larger feature collections, PWS in particular. I need to investigate hosting these collections in a database (possibly CloudSQL) or other feature service somewhere (possibly Lincoln's AGOL).

@webb-ben may need help with some CI/CD for new setup.

Looking into migrating from geopackage to a database hosted by Lincoln. This will require changeing /ref/pws assets

I'm going to call it "good enough" giving the docker container 16GB of ram for now

Still too slow for pws. Lincoln will be starting a large PWS project soon, likely stewarding ref/pws as a CC0 project. Will likely manage this layer in AGOL, so will see how that goes. Need to wire up pygeoapi to the OGR WFS provider
