principle aquifers and secondary hydrogeologic regions #149

This PR adds two reference layers: principle aquifers circa 2003 and secondary hydrogeologic regions circa 2018.

I've updated information in the national aquifers layer to reflect more up to date links an a bit more context between the older principle aquifers and the 1:1, but updated national aquifers.

The Secondary Hydrogeologic Regions use an arbitrary identifier that is a hash of the region name. If a sequential identifier is preferable, I can change it to that, but I'm not sure an ordering is appropriate.

Sorry for the stale commits -- I still haven't figured out how to work on a clean master the way you are doing PR merges here.

@ksonda -- please have a look at this but don't merge till my USGS colleagues have had a chance to review.

Fixed. That was some copy paste from the older HU code chunks. I updated the data on hydroshare.
