Automate PIDsvc updates #59

I'd like to configure something where a commit to internetofwater/geoconnex.us:master adding, deleting, or changing a csv or xml in /namespaces/ triggers a pidsvcBackup rocker to download the changed csv/xml and POSTs and new/changed PIDs and retires any PIDs that were removed from csv by a commit.
