In light of geopython/pygeoapi#676, need to update the info.geoconnex.us server to pygeoapi master.

can also take opportunity to make serverless or at least completely containerized for CI/CD purposes, addressing #87 as well

[x] update pygeoapi config to reflect geojsonld option
[x] update pygeoapi templates to reflect master
[x] Deploy static update to current server
[x] Dockerfile to use geopython/pygeoapi:latest and add data from hydroshare (done in #107)
[x] Github action to build/ push image to container registry on repo push (done in #107)
[x] webhook to deploy on update (implemented via watchtower in #109 )
