Discussed with @baknu, desired result:

always show tech table in policy
always show all includes/redirects: https://github.com/internetstandards/Internet.nl/blob/63116839fc271dc22f3abf02492ecdf455265bcf/checks/tasks/mail.py#L380-L384
change tuple to triple (url, record) => (url, record, "{total_count}/10".format(total_count))
