Cached element relations links have the primary site as baseUrl. #5

Element relations that have been cached using a command-line queue command have the base URL of the primary site as the baseUrl in the links.

Simply set baseCpUrl in config/general.php, and the issue should be fixed. https://craftcms.com/docs/3.x/config/config-settings.html#basecpurl
