[PB-942] fix: system language not selected

When there is no preferred language by the user the UI is shown with the most preferred/selected language but the language selector defaults to English.

To solve it if the most preferred system language is queried then is also set as the preferred by the app. If the most preferred system language is not one that is available it defaults to English.

The preferred system language is only queried if the user's is not set
