Mention regulation in the CG name #5

Apologies for filing this after the CG is launched.

This CG looks like a way to help the W3C interact well with regulation and regulatory proposals, but the name refers to "interoperability remedies", which are much broader than just regulation. To help people find the right CG, I think it'd help to have the name include a mention of regulation. For example, "Interoperability Regulation CG", "Regulatory Interoperability Remedies CG", "Regulatory Interop Requirements CG", "Regulation Dispatch CG", or similar would be better.

Trust the engineers to argue about naming :)

The name is targeted at regulators, who will understand the context ('remedies' has specific meaning to them). I'm less concerned about the techncial/standards-internal audience, as they have less trouble finding / distinguishing things.
