Add tooltips to panel #78

These should explain what each part of the panel shows and what the filter/cluster controls do

These seem fine, and just need to be filled with good explanations (which are currently written at the top of src/panel/panel.js). We may want to add tooltips for "saliency type" and all of the filters and clusters. TBD.
