Review Unicode’s LDML from v35 #715

This was given by Unicode in the recent TC46/WG 3 meeting chat.

This issue is to review the document to ensure our mapping language supports all the necessary features supported by LDML.

One feature that we don't have is the indication of whether a rule can be reversed (bidirectional).
