This issue is to implement the transliteration system of uz-uzb-cyrl-latn-2000.

This system is referred in the GeoNames database as uzb_Cyrl2Latn_GUZ_2000, with the system title 'Government of Uzbekistan Uzbek Cyrillic Table of Correspondences System (2000)'.

Tests should rely on the data extracted for the uzb_Cyrl2Latn_GUZ_2000 system in https://github.com/riboseinc/geonames-transliteration-data .
