This issue is to implement the transliteration system of xlsc-uig-arab-latn-1959.

This system is referred in the GeoNames database as uig_Arab2Latn_XLSC_1959, with the system title 'XUAR Language and Script Committee Uyghur Pinyin New Script 1959'.
