This issue is to implement the transliteration system of ucis-uig-arab-latn-2001.

This system is referred in the GeoNames database as uig_Arab2Latn_UCIS_2001, with the system title 'Uyghur Computer Information Society Latin Script for Uyghur (2001)'.

Tests should rely on the data extracted for the uig_Arab2Latn_UCIS_2001 system in https://github.com/riboseinc/geonames-transliteration-data .
