This issue is to implement the transliteration system of gtx-tuk-cyrl-latn-2000.

This system is referred in the GeoNames database as tuk_Cyrl2Latn_GTX_2000, with the system title 'Government of Turkmenistan Turkmen Cyrillic Table of Correspondences System (2000)'.

Tests should rely on the data extracted for the tuk_Cyrl2Latn_GTX_2000 system in https://github.com/riboseinc/geonames-transliteration-data .
