Implement system `odni-kor-hang-latn-2004` (Office of the Director Of National Intelligence Korean Personal Names 2004 System #136

This issue is to implement the transliteration system of odni-kor-hang-latn-2004.

This system is referred in the GeoNames database as kor_Hang2Latn_ODNI_2004, with the system title 'Office of the Director Of National Intelligence Korean Personal Names 2004 System'.

Tests should rely on the data extracted for the kor_Hang2Latn_ODNI_2004 system in https://github.com/riboseinc/geonames-transliteration-data .

I could not find the specification of this system. kor_Hang2Latn_ODNI_2004.csv in https://github.com/riboseinc/geonames-transliteration-data is empty.

I confirm that there are no rows in the GeoNames database that contain this code. Let's put this one on hold for now.
