This issue is to implement the transliteration system of sgk-khm-khmr-latn-1959.

This system is referred in the GeoNames database as khm_Khmr2Latn_SGK_1959, with the system title 'Khmere Service Geographique 1959 System'.

Tests should rely on the data extracted for the khm_Khmr2Latn_SGK_1959 system in https://github.com/riboseinc/geonames-transliteration-data .
