This issue is to implement the transliteration system of bgnpcgn-arm-armn-latn-1981.

This system is referred in the GeoNames database as hye_Armn2Latn_BGN_1981 and isl_Armn2Latn_BGN_1981, with the system title 'BGN/PCGN Romanization System -- Armenian (1981)'.

Tests should rely on the data extracted for the hye_Armn2Latn_BGN_1981 and isl_Armn2Latn_BGN_1981 system in https://github.com/riboseinc/geonames-transliteration-data .
