Implement system `bgnpcgn-heb-hebr-latn-1962` (BGN/PCGN Romanization Agreement -- Hebrew (1962) #146

This issue is to implement the transliteration system of bgnpcgn-heb-hebr-latn-1962.

This system is referred in the GeoNames database as heb_Hebr2Latn_HAS_1962, with the system title 'BGN/PCGN Romanization Agreement -- Hebrew (1962)'.

Tests should rely on the data extracted for the heb_Hebr2Latn_HAS_1962 system in https://github.com/riboseinc/geonames-transliteration-data .
