Implement system `bgnpcgn-heb-hebr-latn-2018` (BGN/PCGN Hebrew (2018) Amended System #147

This issue is to implement the transliteration system of bgnpcgn-heb-hebr-latn-2018.

This system is referred in the GeoNames database as heb_Hebr2Latn_BGN_2018, with the system title 'BGN/PCGN Hebrew (2018) Amended System'.

Tests should rely on the data extracted for the heb_Hebr2Latn_BGN_2018 system in https://github.com/riboseinc/geonames-transliteration-data .
