Implement system `nco-per-arab-latn-2004` (National Cartographic Center of Iran Persia Broad Transcription System (2004) #149

This issue is to implement the transliteration system of nco-per-arab-latn-2004.

This system is referred in the GeoNames database as fas_Arab2Latn_NCO_2004, with the system title 'National Cartographic Center of Iran Persia Broad Transcription System (2004)'.

Tests should rely on the data extracted for the fas_Arab2Latn_NCO_2004 system in https://github.com/riboseinc/geonames-transliteration-data .
