This issue is to implement the transliteration system of ammi-per-arab-latn-1959.

This system is referred in the GeoNames database as fas_Arab2Latn_AMMI_1959, with the system title 'Afghanistan Ministry of Mines and Industries Transliteration System for Geographic Names in Afghanistan (Yaghubi)'.

Tests should rely on the data extracted for the fas_Arab2Latn_AMMI_1959 system in https://github.com/riboseinc/geonames-transliteration-data .
